Job Opportunities for Low-Income Individuals (JOLI)

The Office of Community Services (OCS), Administration for Children and Families within the Department of Health and Human Services administers the Job Opportunities for Low-Income Individuals Program. The Job Opportunities for Low-Income Individuals (JOLI) Program is a job creation program authorized by the Congress under Section 505 of the Family Support Act of 1988, as amended. The purpose of the program is to demonstrate and evaluate ways of creating new employment opportunities for certain low-income individuals through the provision of technical and financial assistance to private employers in the community. A low-income individual eligible to participate in a project conducted under this program is any individual eligible to receive Temporary Assistance for Needy Families (TANF).

All projects funded under this program must include an independent, methodologically sound evaluation of the effectiveness of the activities carried out under the grant to create jobs and business opportunities for eligible participants. In addition, all projects funded under this program must enter into a cooperative relationship with the State agency responsible for administering the Temporary Assistance for Needy Families (TANF) Program funded under Part A of Title IV of the Social Security Act. OCS expects to fund approximately 5 to 10 grants each year, contingent upon the amounts requested in individual grant applications. The JOLI grant awards are approved for up to three-year project periods and are funded for up to a maximum of $700,000 for the full project period.

Funding Available:

Approximately $4, 750,000 will be available in FY2002 for JOLI new grants. Grants of up to $700,000 in OCS funds for project periods and budget periods of up to three years will be awarded to selected organizations in FY 2002.
