Community Economic Development Program

The Office of Community Services (OCS) of the Administration for Children and Families (ACF) administers the Community Economic Development Program under the Community Services Block Grant Act of 1981, as amended (Public Law 105-285) and listed in the Catalog of Federal Domestic Assistance as Community Services Block Grant – Discretionary Awards (Urban and Rural Economic Development.) The Urban and Rural Community Economic Development Program is intended to support projects which provide employment and ownership opportunities for low-income people through business, physical or commercial development, and which generally improve the quality of the economic and social environment of low-income residents in economically-depressed areas. The emphases of projects must be on job creation, self-help and mobilization of the community-at-large. Generally the opportunities must aim to improve the quality of the economic and social environment of TANF recipients; low-income residents including displaced workers; at-risk teenagers; custodial and non-custodial parents, particularly those receiving TANF assistance; individuals residing in public housing; individuals who are homeless; and individuals with developmental disabilities.

To be eligible for funding an organization must be a private, locally initiated, nonprofit community development corporation (or an affiliate of such a corporation), governed by a board consisting of low-income residents of the community and business and civic leaders.

Funding Category: 

Funding to support projects which provide employment and ownership opportunities for low-income people.

Target Population:

Low-income individuals eligible for TANF; displaced workers; at-risk teenagers; public housing residents; homeless individuals and persons with developmental disabilities.

Funding Available:

Approximately $25,000,000 is available for FY 2002.
