Homelessness Intervention Program (HIP)
In July 1998, legislation was passed which established the Homelessness Intervention Program. The intent of this legislation is to allow more flexibility in the provision of services previously provided through the Homelss Rehousing Assistance Program (HRAP) and the Homelessness Prevention Program. The Homeless Intervention Program (HIP) issues grants to eligible local social services districts and/or not-for profit corporations that provide services to single individuals and/or families who are homeless or at risk of being homeless. Eligible services under HIP include services to resolve conflicts between landlord and tenant, legal services to prevent eviction, activities which educate households on tenants’ rights and responsibilities, advocacy to ensure that households are receiving assistance in securing and maintaining permanent housing. In addition, HIP allows for the provision of or referral to support services related to substance abuse, domestic violence, housekeeping, budgeting, education, daycare, employment, parenting, and physical and mental health care.

46 contracts were awarded with a combination of the SFY 2001-2002 appropriation of $5.0 million and $1.65 million from New York City and Suffolk County TANF funds. A Supplemental Homeless Intervention Program (SHIP) RFP was issued in Dec. 2001 for $3.0 million in state TANF funds and $1.0 million in New York City TANF funds. |
