Weatherization Assistance Program (WAP)
The Weatherization Assistance Program, administered by DHCR's Energy Services Bureau (ESB), provides energy services and financial assistance to income-eligible individuals and families to improve the heating efficiency of their dwellings and to reduce their housing expenditures for fuel. The weatherization services provided are determined by an on-site energy audit process which includes life-saving health and safety tests and an extensive analysis of fuel consumption and lifestyle.
WAP services are delivered through a Statewide network of local service providers - subgrantees -, that include community action agencies (CAAs), community-based organizations (CBOs), local governmental agencies and one Native American tribal organization. Funding to organizations is distributed by an allocation formula which takes into account the number of low-income persons in the service area and climatic conditions expressed in heating degree days. Additional funding is provided to agencies that perform at higher levels regarding energy savings and completion of jobs, which acts as an incentive to better overall program performance.
