Rural Preservation Program (RPP)

The Rural Preservation Program (RPP) was established in 1980 under the Private Housing Finance Law of New York State (PHFL). The Law provides the New York State Division of Housing and Community Renewal (DHCR) the authority to contract with nonprofit community-based housing corporations to perform housing and community renewal activities. DHCR enters into one-year contracts with organizations it selects for funding under the RPP. Preservation Program grants are administrative funds which allow Companies to perform a number of Housing and community renewal activities that include new construction and/or rehabilitation of existing facilities for residential use, one of the eligible activities under the Program. Preservation Program funds can also be used to administer "soft services", which include housing management; loan and grant application assistance; home ownership financial counseling; tenant counseling; and other activities to preserve and promote housing in low-income, blighted areas.

Funding Available:

For FY 2002, the Rural Preservation Program is funded at $5.26 million. Rural Preservation Companies are funded at $65,000 for FY 2002. Rural Preservation Companies in “good standing” receive an additional $1,285.
