Neighborhood Preservation Program (NPP)
The Neighborhood Preservation Program (NPP) was established in 1977under Article XVI and XVII of the Private Housing Finance Law of New York State (PHFL). The Law gives the Division of Housing and Community Renewal (DHCR) the authority to contract with not-for-profit community-based housing corporations to perform housing and community renewal activities.
DHCR enters into multi-year renewable contracts with organizations it selects for funding under the Neighborhood Preservation Program. DHCR's administration of the programs includes application review, contract negotiation and processing, compliance monitoring through report review and site visits, and the provision of technical assistance.
There are currently 162 Neighborhood Preservation Companies in the program. Once the companies meet their contractual obligations, their awards are renewed as long as the funds are available. By law, program funds must be matched by other funds equal to at least a one third match of the program award. These funds must be used to defray the cost of the activities set forth in the contract and may be either cash contributions or services.
Preservation program awards are administrative funds which allow Companies to perform a number of housing and community renewal activities. A majority of Preservation Companies are involved in the planning and development of capital projects including the new construction and/or rehabilitation of existing facilities for residential use.
Preservation program funds can also be used to administer soft services, which include housing management; loan and grant application assistance; home ownership financial counseling; tenant counseling; and other activities to preserve and promote housing in low-income, blighted areas. Most Companies offer a combination of these services.
Preservation companies are required to serve areas with populations not to exceed 90 percent of the area median income. Eligible areas are those that have significant unmet housing needs and are characterized by sub-standard housing stock or lack of affordable housing opportunities.

For FY 2002, the Neighborhood Preservation Program is funded at $12.56 million. Neighborhood Preservation Companies are funded at $65,000 for FY 2002. Neighborhood Preservation Companies in “good standing” receive an additional $9,316 for general operating support as part of a $1.5 million appropriation to housing programs made by the New York State Assembly. |
