Housing Opportunities for Persons with AIDS (HOPWA)

HOPWA is funded by the U.S. Department of HUD and administered by the Bureau of Housing Services and the NYS Office of Temporary and Disability Assistance.  Nonprofits are also eligible for competitive grants directly through HUD for special projects of national significance.  The purpose is to provide states and localities with resources to develop long-term comprehensive strategies to meet the housing and service needs of low-income persons with AIDS and HIV-related disease.

Grantees may use HOPWA funds for a broad range of housing including emergency shelter, shared housing, apartments, single room occupancy units (SROs), group homes, and housing combined with supportive services. Grantees may also use HOPWA funds for a variety of housing-related expenses, social services, and program development costs such as: housing information and resource identification; purchase, rehabilitation, conversion, lease, and repair of housing; new construction for SROs and community residences; paying rent, mortgages, and utility payments; operating costs; technical assistance; administrative expenses; and supportive services (such as health care, mental health services, chemical dependency treatment, nutritional services, case management, and help with daily living). Each household receiving rental help or living in housing funded under the program pays rent based on their income.

Funding Available:

In FY 2002, HUD made available approximately $27,543,000 (and under a related part of the 2002 SuperNOFA, up to  $2,000,000 for technical assistance for the HOPWA program).  The FY 2002 allocation for New York State was $2.239 million.
