Brownfields Economic Development Initiative (BEDI)
BEDI provides funds and loan guarantees to clean up and redevelop environmentally contaminated industrial and commercial sites, commonly known as "brownfields." Due to financial and legal risks, obtaining financing for cleanup costs is difficult since lenders are often unwilling to provide financing for brownfields redevelopment. To attract private financing for brownfield cleanup and redevelopment, BEDI provides important "start-up" funds. The Brownfields Economic Development Initiative brings together four different types of existing HUD assistance that communities can use to clean up and revitalize potentially contaminated sites: CDBG, Section 108 Loan Guarantee program, Economic Development Initiative program, and the Lead-Based Paint Hazard Control program. Only units of general local government eligible for assistance under the Community Development Block Grant (CDBG) program may apply for a BEDI grant.

Redevelopment activities that include acquiring brownfield sites, demolishing existing buildings, installing needed infrastructure (such as water lines, roads, and sewers), rehabilitating or constructing housing, conducting job training, providing business loans, creating public facilities (such as day care centers, medical facilities, and community centers), and attracting or starting small businesses in the area. |

For FY 2002, HUD has allocated $26.0 million for brownfields activities. The maximum amount of BEDI grants for FY2002 is $2 million. |
