Permanent Housing For Homeless Families Program

The Permanent Housing for Homeless Families Program (PHHP), administered by the NYS Housing Finance Agency, provides funds for the rehabilitation and new construction of permanent housing units for homeless families, and those at risk of becoming homeless, in New York City. The program is funded jointly by the State and the City of New York. The building sites are identified by the City of New York and reviewed and approved for development by the Site Review Advisory Board comprised of both City and State appointed representatives. HFA administers the development and construction of the site. Upon completion of construction and transfer of the project to a not-for-profit owner, eligible tenants are selected. Fifty-one percent of the tenants are selected from the City of New Yorkâs homeless shelter system, and the remaining 49 percent are selected by an open application process.
